Dubai Building Energy Retrofits - Etihad ESCO

Abstract

Etihad ESCO is a 100% Dubai govt. owned entity and is the subsidiary of Dubai Electricity and Water Authority (DEWA), established in 2013, with a vision to transform Dubai’s built environment into a leading example of energy efficiency for the region and the world, thereby making the emirate one of the most sustainable cities, globally. As a Super Energy Service Company (ESCO), it enables the energy performance contracting market in Dubai by developing energy efficiency projects targeting to retrofit 30,000 buildings. By undertaking and spearheading efforts in this direction, Etihad ESCO actively contributes to the achievement of the target – 30 per cent reduction in energy demand by the year 2030 – in accordance to Dubai Integrated Energy Strategy 2030. The creation of a viable performance contracting market for energy service companies is achieved through building retrofits, increased penetration of district cooling, capacity building of local ESCOs for private sector and by facilitating access to project finance.

Taqati, which is part of Etihad ESCO, is the dedicated program management office for the Dubai Demand Side Management (DSM) Strategy. Energy Efficiency and Demand Reduction are two major focus areas under the Dubai Integrated Energy Strategy 2030. To effectively address these domains, Taqati is running a comprehensive Demand Side Management (DSM) Strategy and a developed a detailed implementation plan . The DSM Strategy outlines measures Dubai intends to adopt in order to reduce its demand for energy, and bring it down by 30 per cent by the year 2030. Building Retrofits, being one of the programs under DSM, targets energy efficiency improvement of existing buildings in Dubai through implementation of retrofitting measures capable of reducing electricity and water used by these buildings. Etihad ESCO is key account owner and responsible for this program.

Etihad ESCO continues to drive the emirate’s sustainability and energy efficiency efforts by auditing the both public and private sectors. These assessments can help them save at least 20-30 per cent on their utility bills per year, if the problems identified through these audits are effectively addressed.

Etihad ESCO has successfully conducted energy audits for several government entities and the identified measures were also implemented by Etihad ESCO to reduce the energy consumption of these entities by around 25% to 30%.

Project financing plays a vital role in successful implementation of energy efficiency projects as experienced around the world, majority of users lose interest in Energy efficiency projects due to lack of funds.
Etihad ESCO through a dedicated green funds principle entity specialized in providing the required financing for retrofit and sustainable projects, offer 100 per cent financing services to facilitate access to project financing for the retrofit projects. In addition, it provides easy repayment plans. Positive cashflow and many other advantages that makes project feasible. The increasing awareness on sustainability in the region as a result of public awareness campaigns continues to build financiers’ trust on ESCOs.

Etihad ESCO spearheads the creation of viable performance contracting market for energy service companies, a model that is being followed in North America for more than 30 years. The basic principle of Energy Performance Contracting (EPC) is that the initial investment that needs to be made in a building to generate energy savings will itself be financed through the savings generated over the years. All the projects delivered by Etihad ES is based on performance contracting. Etihad ESCO achieves this by undertaking and executing building retrofits, increasing penetration of district cooling, building capacity of local ESCOs for private sector and facilitating access to project finance.

Till date Etihad ESCO under Dubai DSM program has retrofitted 2100 facilities that is helping Dubai to reduce its annual energy consumption by 107 GWH per annum, this energy saving is thoroughly measured and verified as per IPMVP. Currently Etihad ESCO is retrofitting 2400 facilities, which will further help to reduce the overall energy consumption of Dubai by 182 GWH per annum.

Following the execution of the project and the commissioning of all the proposed energy conservation measures (ECMs), Etihad ESCO regularly performs measurement and verifications (M&V) as per IPMVP, in order to ensure that energy savings are actually generated through the project. This practice is maintained throughout the contract period and is an effective method to evaluate the performance of the ESCO and the generation of savings that were initially guaranteed.

Furthermore, in line with the expansion of its retrofitting services to drive sustainable development efforts in the UAE, Etihad ESCO has developed an M&V Centre at its office in the DEWA Sustainable Building in Dubai. The Centre is envisioned to be a dedicated measurement and verification hub, which will deliver real time monitoring, Data analysis, Benchmarking and management services. The facility is set to further enhance the quality of retrofitting and energy conservation services provided by Etihad ESCO.

H.E. Ali Al Jassim, CEO of Etihad Energy Services holder of a PhD in Business Management,
Masters of Business Administration with Honors and bachelors of Science in Civil Engineering, has 25 years of experience in leading roles delivering programs and projects.

H.E. Ali held top positions in both public and private sector.
Presently H.E. Ali is leading Etihad – The Super ESCO in the Emirates of Dubai, which will help Dubai to make one of the most sustainable cities and a leading example of energy efficiency for the region and the world.

Under the leadership of H.E. Ali, Etihad ESCO has retrofitted approx. 2,100 facilities (offices, staff accommodation, villas etc) which is helping Dubai to save 107 GWh of electricity per annum.
H.E. Ali is taking on more ambitious aspirations with a target to retrofit 30,000 buildings by 2030, in line with the Dubai Demand Side Management (DSM) strategy and by end of 2019 Etihad ES will be retrofitting 2400 additional facilities.

H.E. is playing a key role in the expansion of Etihad ESCO, he formed two vertical under Etihad umbrella– Etihad Solar & Etihad M&V in 2017 and is currently working to develop District Cooling vertical and Building Labeling. He is also strategically planning to expand the footprint of Etihad ESCO to the MENA region and to other parts of the world.
