The Greater Rochester International Airport Success Story

Abstract

Background:
BACnet protocol provides the flexibility of multiple devices and separate systems to communicate under a single control system. VS Energy as a specialty design sub consultant of CHA consulting inc. acted as the primary systems integration engineers at Greater Rochester International Airport terminal improvements project.

Results:
A multitude of HVAC systems were integrated into a single control system utilizing BACnet as the communications protocol for all controllers, variable speed drives, magnet bearing chillers, and a first of its kind BACnet integrated gate hold room lighting control system. All overhead gate hold room lights now utilize active visual identification of hold room status via the control of RGB overhead lighting. This system is specifically used to communicate with deaf or hearing-impaired passengers at the airport. The FIDS (Flight Information Display System) is integrated into a BACnet server running an XML to serial converter to cue the gate lighting. The BACnet server also uses the FIDS data to perform Demand Control Ventilation within all gate hold rooms as another energy conservation strategy.

Conclusions:
Overall, this project has delivered the customers a more personalized and comfortable experience while reducing the overall energy consumption at the airport.

2004 to Present: Cofounder and President of VSEnergy; an energy engineering, systems integration engineering, commissioning and Measurement and Verification company; specializing in owner representation.  VS Energy provides direct field services including commissioning, retrocommissioning, and energy auditing for industrial , commercial and institutional clients.   VSEnergy provides expert witness services, damages model construction including energy engineering and discounted cash flow analysis for remediating failed performance contracts.

1994 to 2000: President and Founder of Control Solutions Tri-State office, a successful environmental and energy controls and performance contracting company.  In addition to Operations, Sales and all P&L responsibility, CS Tri State  provided risk evaluation services and energy engineering for the performance contracting components of partner businesses.  Business was sold in 2000 to Duquesne Enterprises.

1981 to 1992: Increasingly responsible positions with Johnson Controls that included Marketing and Sales Manager, as well as Account Executive in their performance contracting branch.

Over thirty five years experience in the engineering, sales, service, execution and measurement and verification of Energy Conservation Projects, with emphasis on Energy Performance Contracts, Metering, and System Integration, Direct Digital Control Systems, and Operations Contracts.  Personally performed detailed energy studies for over 700 facilities, including educational, industrial, health care, and commercial sites.  Designed and project managed chilled water, laboratory, HVAC and heat recovery systems for industrial, medical and manufacturing facilities. Experienced with all levels of commercial and industrial energy and control instrumentation from field survey tools to high level web based metering, energy controls, and dashboarding systems.  Have performed pro forma, real time and forensic analysis of performance contracts for ESCOs and end users, including construction of building models using energy simulation software and sensitivity analysis tools.  Have evaluated and engineered remediation of non performing projects.  Regularly published in professional journals, and present on a variety of contract, energy and environmental issues.  Expert witness and testimony experience with 100% success rate, including  Shaler School District, Pittsburgh, PA, Nebraska City School District, Highmark Health Systems, and Host Hotels.

Major Energy and Controls Projects:

  • Greater Rochester International Airport, Rochester, NY- multiple award winning project for innovation and environmental impact – Design for construction, vendor review, commissioning of BACnet open protocol energy management system for the airport. Specialty subconsultant for CHA, for integration of handicapped wayfinding with state of the art lighting control system utilizing BACnet, DMX, and proprietary Flight Information Display System (FIDS), ROCView passenger information system, and new network infrastructure.
  • Berry Plastics Dalton GA – Specialty subconsultant to Bender Energy performing ASHRAE LIII Energy Audit of Chilled Water systems serving HVAC and Process.   Design / Build partner of Bender Energy, for 2500 ton chilled water plant,  primary secondary piping, new ventilation systems, DDC controls, process interfaces.  Prepared commissioning plan for mechanical systems, and controls.  Provided functional testing and commissioning report.
  • Dayton International Airport, Dayton, Ohio – Design, vendor review and selection, commissioning of BACnet open protocol energy management system for the airport.
  • New London Naval Base, New London CT – 17 building target retrocommissioning project, identifying conservation projects, and measured baselines for $3.55 million in annual cost reductions. Provided design  for mechanical and control system  (New central chilled water plant for Building 560, BACnet / Niagara open protocol controls for 8 buildings), commissioning plan, functional testing, commissioning report and Measurement and Verification reporting.
